Bug Description

ubiquity removed package that was installed; is needed later; is known to exist remotely; without network

The 20220809-jammy-desktop-amd64.iso offline install with nvidia; installs nvidia-settings in the live session; marks/removes libdpkg-perl which nvidia-settings depends on indirectly; then tries to install nvidia-settings in target and fails to fetch libdpkg-perl, because apt packages lists know about it.

there are a couple of bugs here:

- why are security apt lists that are not accessible known to the system when trying to do offline in-target nvidia install? (InRelease is desired, but Packages is bad)

- why libdpkg-perl is clearly needed by a package install in-target later, is removed from the system before in-target install by plugininstall

I did a backup of the broken iso at https://people.canonical.com/~xnox/20220809-jammy-desktop-amd64.iso
