Bug Description

It looks like the build tests are using enough memory that the build is killed: https://launchpadlibrarian.net/617386196/buildlog_ubuntu-kinetic-amd64.openfst_1.7.9-4_BUILDING.txt.gz

I experienced this locally too; running sbuild resulted in systemd-oomd needing to kill my build process. This should be fixable by setting --max-parallel in override_dh_auto_test.
