Bug Description

[Impact]

 * protobuf-c is to be promoted into "main" for Focal/Jammy/Kinetic+ (LP: #1956617)
 * The MIR review asked to add autopkgtests, which has already been done for Jammy & Kinetic, still missing in Focal
 * This doesn't fix any bug, but adds d/tests and d/watch, so we're adding a "block-proposed-focal" tag to keep this SRU staged, to be deployed whenever the next SRU happens.

[Test Plan]

 * Check https://autopkgtest.ubuntu.com/packages/protobuf-c for successful Focal autopkgtests
 * Attach the test logs to this bug

[Where problems could occur]

 * autopkgtests could fail blocking proposed-migration of this package

 * MIR discussion in LP: #1956617
 * protobuf-c is MIR'ed as a dependency of fwupd, to enable the "logitech bulkcontroller" plugin, allowing to update the firmware of certain Logitech Webcams.

Hello Lukas, or anyone else affected,

Accepted protobuf-c into focal-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/protobuf-c/1.3.3-1ubuntu0.2 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation on how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.

If this package fixes the bug for you, please add a comment to this bug, mentioning the version of the package you tested, what testing has been performed on the package and change the tag from verification-needed-focal to verification-done-focal. If it does not fix the bug for you, please add a comment stating that, and change the tag to verification-failed-focal. In either case, without details of your testing we will not be able to proceed.

Keeping this as block-proposed until the next protobuf-c SRU, so we don't need to deploy this package update just to enable autopkgtests.
