It's unclear why this error is happening. The DpkgTerminalLog.txt file doesn't contain useful information, and we will need more data in order to determine what might have happened here. Are you able to reproduce the bug? Could you try reinstalling the package and seeing if the problem happens again? Something else caught my attention: it seems like you were trying to upgrade nginx and its related modules, but the problematic package is libapache2-mod-php7.4. Do you have both apache2 and nginx installed in your system?

Since there is not enough information in your report to begin triage or to
differentiate between a local configuration problem and a bug in Ubuntu, I
am marking this bug as "Incomplete". We would be grateful if you would:
provide a more complete description of the problem, explain why you
believe this is a bug in Ubuntu rather than a problem specific to your
system, and then change the bug status back to "New".

Also, would you mind providing your apache2 logs as well? The mod's postinst script may have logged some useful data there.
