Bug Description
Please sync tuptime 5.1.0 (universe) from Debian unstable (main)
Explanation of the Ubuntu delta and why it can be dropped:
* Update permissions on the default directory of the database so that the
adduser-created directory is ensured to be world readable. (LP: #1918848)
This change was merged and can now be found in the unmodified Debian packaging.

* Cover DB writes with transactions
* Register DB version on PRAGMA user_version
* Adding --pctl option. Show percentil over average values
