Per the release notes:

"Upgrades to 22.04 LTS are currently not enabled (due to a bug with snapd and update-notifier) but will be in the next couple of days."

Looking at VarLogDistupgradeMainlog.txt, I can see that your mirror of the Ubuntu archive does not contain information about the 22.04 release. Please choose another mirror and try the upgrade again.
