I was not able to find what happened from your logs. I installed libapache2-mod-php7.4 in a Ubuntu Focal container and I had no issue with that. Without more information this bug seems to not be actionable. Were you able to finish the installation? Anything that you can add here to help us reproduce this issue?

differentiate between a local configuration problem and a bug in Ubuntu, I
