I'm afraid we will need more information to understand what's happening.
For what it's worth, I launched a Focal LXD container and was able to successfully install freeradius-ldap. When I examined the log files attached to this bug (more specifically the DpkgTerminalLog .txt), I noticed the following messages:

It is not clear why the service failed to start. It can be a problematic configuration file that already existed before the installation, or some weird interaction with another service.
