I cannot install this package and cannot activate sudo freshclamav either. Do I have to use an editor and comment any specific instruction? thanks

From the logs you posted, I can see that the failure is happening because of this:

This means that dpkg tried to create the clamav-milter.log file under the directory /var/log/clamav/, but could not proceed because the directory doesn't exist. This directory is created when you install the clamav-base package. Based on your dpkg history log, it doesn't seem like you have removed clamav-base, so I think it should still be installed in your system. However, for some reason it seems like the /var/log/clamav/ directory got removed.
Did you perhaps remove this directory by hand? If yes, then that's the problem. You should reinstall the clamav-base package (by using "apt-get install --reinstall clamav-base", for example).
Since it seems likely to me that this is a local configuration problem,
rather than a bug in Ubuntu, I am marking this bug as 'Incomplete'.
However, if you believe that this is really a bug in Ubuntu, then we would
be grateful if you would provide a more complete description of the problem
with steps to reproduce, explain why you believe this is a bug in Ubuntu
