Bug Description

Ubuntu Release
--------------
Description: Ubuntu 16.04.6 LTS
Release: 16.04

heartbeat Package
-----------------
heartbeat:
  Installed: 1:3.0.6-2
  Candidate: 1:3.0.6-2
  Version table:
 *** 1:3.0.6-2 500

        100 /var/lib/dpkg/status

Scenario Description
--------------------
When heartbeat detects a split brain scenario a restart is triggered by the heartbeat service itself.

Expectation
-----------
The heartbeat service should be running after a split brain scenario was detected.

Obervation
----------
The heartbeat service was no longer running after the split brain scenario.

Further Investigation
---------------------
systemd detects the restart and executes the ExecStop action.
This behaviour is documented at https://www.freedesktop.org/software/systemd/man/systemd.service.html#ExecStop=

This problem most likely arises because of the automatically generated systemctl service file (converted from the init.d script by systemd-sysv-generator).
