Bug Description

whilst many flavors use ubiquity-frontend-gtk, not all of them use ubiquity-frontend-gtk provided panel.

Hence we are splitting ubiquity-frontend-gtk and ubiquity-frontend-gtk-panel into two packages.

This package split will affect flavours that use gtk frontend with a panel and show indicators there. As far as I can tell that would be mate, budgie and studio. These flavours need to seed ubiquity-frontend-gtk-panel into their live seeds.

studio does not use panel, because xubuntu doesn't as per https://git.launchpad.net/ubiquity/commit/?id=40ed9a796bc4c06d4409944d4b22766dc2d4790b

both are xfwm4 environments.

Possibly we should check that 4th of June images build, and operate correctly for the affected flavours (mate & budgie). I think they should.
