IS marked the rt resolved after updated proxy rules to include:

acl pypi dstdomain pypi.org

in addition to:

acl pypi dstdomain pypi.python.org

This issue seems to have re-appeared. It is related to RT#149154 and RT#149106 nowadays (affecting Lauchpad builds) and also affecting s390x/bos01 autopkgtests (pandas vs lxml, xml2rfc vs lxml)
