Ubiquity uninstalling chosen locale language packs

Bug Description

Ubuntu Budgie 17.10 (32bit)

test case - install entire disk

I noticed that at the end of the installation ubiquity uninstalled libreoffice-l10n-en-gb

This is incorrect, because my chosen country and keyboard was england, uk

After reboot, confirmed this by manually installing libreoffice-l10n-en-gb i.e. it was not preinstalled.

libreoffice-l10n-en-gb is part of our live seeds

@fossfreedom: Just to be sure: Was the locale (i.e. the LANG value) en_GB.UTF-8 instantly at first login?

This issue makes me think of a pretty old bug, which I think should be fixed:

The linked bug report is (I think) about installing language packs and corresponding components.

Here, we already have such things on the ISO and it appears something is deliberately uninstalling them.

But you are correct, on first login, the LANG value is indeed en_GB.UTF-8

@fossfreedom: Bug #1732222 made me test a British Ubuntu install (comment #13) and I saw the same result. The fact that Ubiquity uninstalls certain langsupport packages, which are on the ISO, is not wrong in itself. The problem seems to be that it uninstalls British packages even if the locale is British. That has apparently never been the intention.

So the issue is not specific to Budgie. Marking this one as a duplicate, since there are more details available on the other report.
