mininet 2.2.2-1 breaks openvswitch tests

Bug Description

Recent versions of mininet break the openvswitch tests.

There never was a passing 2.2.2-1 in http://autopkgtest.ubuntu.com/packages/mininet/artful/amd64 so far :-/

While I can't see how mininet got through artful-proposed the fix seems rather clear.

TL;DR the new openvswitch-testcontroller spawns a service by default which is blocking the mininet handling as the tests use it

Suggested by jamespage: "you might not need the openvswitch-testcontroller any longer then"
Looking into that as an alternative.

It is not optional, so the stop of the service seems to be the right way to get it working reliably again.

Fix tested once more and got an ack by Jamespage on IRC - uploading to artful and hopefully unblocking all the tests that fail on this.

This bug was fixed in the package openvswitch - 2.7.0-0ubuntu3

  * debian/test/vanilla, debian/test/dpdk: stop openvswitch-testcontroller
    as it conflicts with tests for mininet >=2.2.2-1 (LP: #1698808).
