Disable gnome-initial-setup in Ubuntu GNOME live install image

Bug Description

Ubuntu GNOME 16.10 "yakkety" is looking to install gnome-initial-setup by default. gnome-initial-setup autostarts on first login so we'll need to disable it from showing up in the "Try Ubuntu GNOME" environment of the live install image.

I guess a similar thing exists for Unity 8, thus scripts/casper-bottom/51unity8_wizard. I used that file as a template in the patch I submitting.

I haven't tested that this patch works yet because testing these kinds of scripts seems difficult until we actually make an .iso and try it out.

I'd like this to land in time for Beta next week. I included gnome-initial-setup in ubuntu-gnome-desktop today because of Feature Freeze.
