Bug Description
$ touch .snapcraft.yaml
$ snapcraft init
Created snapcraft.yaml.
Edit the file to your liking or run `snapcraft` to get started
Instead of creating the snapcraft.yaml, it should fail with:
.snapcraft.yaml already exists!
