Bug Description

Please sync graphviz 2.38.0-14 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * No-change rebuild for ruby2.3-only support.
    [ rebuild ]
  * Disable libgv-php5 while swig does not support PHP 7.0
    (LP: #1546823).
    [ Fixed in 2.38.0-14 ]
  * Rebuild for Perl 5.22.1.
    [ rebuild ]

graphviz 2.38.0-13ubuntu1 (not your upload) is currently stuck in -proposed because that new version depends on gts which is in universe but graphviz is in main.

Therefore, gts will need a MIR or you'll need to revert building with GTS.
