Bug Description
In support of the proposed testing spec, rather than having a wrapper responsible for pointing juju at local repositories, it should be possible to provide a default value for --repository from the environment, so that one can say
export JUJU_REPOSITORY
cd /srv/oldcharms/
./01_basic.test
export JUJU_REPOSITORY
cd /srv/oldcharms/
./01_basic.test
Same test script, two different repos.
