Needs to set DEB_VENDOR when unpacking source packages

Bug Description

Hi,

Colin points out that udd should set DEB_VENDOR when unpacking
source packages, so that the vendor handling doesn't mean that the
wrong source results.

To be clear, that would currently be DEB_VENDOR=debian and DEB_VENDOR=ubuntu as appropriate.

This bug is more challenging than it sounds, because we also need to check whether we need to redo an unpack/import instead of just pulling the Debian branch into the Ubuntu branch when appropriate.
