Package openstackx does not install any of the libraries it should provide

Bug Description
This package does not seem to install any of the python libraries shipped in the original source. As a quick workaround, I disabled dh_auto_install in debian/rules and let dh_python2 do the work. I'm wondering if setup.py is being improperly called?
To test,
$ apt-get -y install openstackx
$ ls /usr/lib/
ls: cannot access /usr/lib/
The package is pulled in as a Depends for openstack-
