Bug Description
Both developers and reviewers should be able to submit comments that don't change an application's state at all, during the app's review process.
One use case for this would be if the developer receives a NeedsInformation notification, but is currently busy with other stuff, he should be able to send a comment saying "Ack, I'll get round to this in a couple of weeks" or something.
For extra points, reviewers could submit "private" comments only other reviewers can see, without changing the app's state at all, to ask other reviewers for their opinion, or whatever.
