Bug Description

The main charm store will be maintained by https://launcpad.net/~charmers , however charms will have authors and possibly a current charm maintainer, and private charm stores will also need ways to specify ownership.

metadata.yaml needs a field, or multiple fields, to help delegate the responsibility of ongoing maintenance of the charm.
