Selecting "* Settings…" does not raise window if Settings is already open

Bug Description

If the "Power Settings…" dialogue is already open, but in the background and covered by other windows, it is not raised when the user re-chooses it from the drop down menu. To reproduce:

  1. Indicator-power -> Power Settings…
  2. Open a maximised window (eg. Firefox) over this.
  3. Indicator-power -> Power Settings…

What happens:

  4. Nothing

What should happen:

  4. The dialogue-box should be raised to the front of the window stack and receive focus just as it would when selected the first time.

This applies to:

  Power -> Power Settings…
  Sound -> Sound Settings…
  Date Time -> Date & Time Settings…
  User -> Online Accounts…
  User -> User Accounts…
  Session -> System Settings…
  Session -> Displays…

I get a notification that proves that the shell is aware of the window being presented.

I think this is a unity design decission: the window manager controls it, you can ask for your window to be presented and the shell decides to react by showing a notification instead of stealing the focus.

Seems I can't reproduce the issue as well though I believe it to be related or even the same as long standing bug 627195
