Bug Description

=== Test case ===

1. Install Unity 3.8.16 from natty-proposed
2. Install compizconfig-settings-manager and run it (ccsm in a terminal)
3. Alt+F2 "about:config" <enter>
4. Click on "Experimental" tab and change the opacity of the panel using the slider to under 1.0
5. Open the Dash using the Ubuntu button
6. Observe that the button remains at the same transparency as before the Dash opened

I have set the top panel to partially transparent through ccsm. On clicking the dash button, the button ignores the transparency setting and becomes opaque. I have added screenshots to show the issue more clearly.

OS: Ubuntu Natty Beta 2
