Bug Description

When a connection is dropped repeatedly, or, heaven forbid, the servers drop out repeatedly in a short time, we'll want to throttle notifications of that fact as follows:

Show the first disconnection notification, then back off for n seconds. After n seconds, *only* show a notification if the current state != the state that the user was last notified of.

 finding a good n is left as an exercise for the reader.

Actually we decided these notifications are near pointless, as there is nothing the user can do in response to them, and they will see the status on the launcher as well, so taking them out completely!
