f10 keybinding of global menu conflicts with non-global-menu applications

Bug Description

Binary package hint: unity

pressing f10 opens the file dialog of the global menu even for programs not supporting it like monodevelop.
Then a one entry menu appears containing only close.
The problem is that f10 is bound to "step over" of the debugger which now cannot be called without rebinding it.

either the global menu should be disabled completely for those applications or the binding changed to something less commonly used by applications.

opera is another application affected but luckily f10 is there not bound to an important function (show context menu I think)

This also affects terminal sessions where I use F10 to access a menu. (Using an editor - Jed)

Every single keybinding should be made configurable, probably through Keyboard Shortcuts.

ok, i found out that it can be switched off in Compiz Config -> Unity plugin

The shortcut is indeed configurable through Compiz Config. I managed to change it to Super+F10 and became able to use IDE debugger again.

I am bitten by this wrt x3270 - mainframe terminal emulator. On 3270, it is crucial to have all F-keys to reach the application - all of them are actively used. I think that the importance of this problem is higher than "Low".

This is a very severe problem that prevents the functionality of many programs that use F1-F12 keys.

Here is another example: Heroes of newerth (cannot show the ingame menu with F10)
