load plugins even if their api version is not present

Bug Description
As a follow-on from bug 704195, we should have the option of loading plugins even if they don't declare support for the current bzrlib. I think this option should be on by default, because many plugins will either work, or fail-safe, and because they will often be only a little bit out of date.
