dovecot.conf always shows as having been locally modified on update

Bug Description
Every time I update dovecot, I get asked whether or not I want to keep my locally modified dovecot.conf or use the package maintainer's version.
The problem is, I've never modified this file.
I suspect the maintainer scripts are modifying the file. If this is true, then doevcot.conf should be removed from the package and maintained by the maintainer scripts directly.
