UTF-8 File names in the rar archives are not readable

Binary package hint: rar

when I try to open rar archives which contains files that named using non-latin characters then it just won't open, and it is also not readable. this problem only affected the new release 10.04, rar is working fine on 9.10 and before it.

WORKAROUND:
Use WinRAR under wine instead.
Works flawlessly even when you have special characters in the names of the compressed files.

HINT: These characters appear in files when the compressed filenames use the old Windows Caracter set instead of UTF-8.

I've created a test case.
The RAR archive cases a single file 中文測試.txt
The RAR archive is created using WinRAR 3.93 x64.

My Ubuntu test environment is Ubuntu 12.04 i386.
My test result is the following:
With only "unrar" packages installed, File Roller can display 中文測試.txt correctly.
With both "rar" and "unrar" installed, File Roller display ????.txt
Upgrade "rar" to 4.20, File Roller can display 中文測試.txt correctly.

An informed user may know that she need "unrar" only.
However, if a user try to open an RAR archive in file-roller, with neither "unrar" and "rar" installed, she would be asked to "Search Command".
Then a dialog like the attachment would be shown, if the user click "Install" both "unrar" and "rar" would be installed, which is a broken state as proved by the test case in previous comment.
