OEM ID prompt comes before keyboard layout has been set up

Bug Description

The OEM ID is prompted for during the first installation step, in parallel with language selection and before keyboard layout selection. This means that if a non-default keyboard layout needs to be selected in order to input text, it won't be set yet when the user needs to type the OEM ID.
