late-commands in focal iso may fail with symbol errors

Bug Description
Using the attached cloud-config, subiquity when run from the 20.04.6 iso will fail in late commands.
Adjusting the curl command to run like "env -i curl ..." works.
Late and Early commands must be run with a clean environment.

The first version of the fix for this issue ended up being flawed, which resulted in LP: #2040654. We are releasing Subiquity version 24.02.1, which has a fix for LP: #2040654 but I believe that this issue is still resolved (in a different way).
