autoinstall cannot override kernel value if /run/kernel-meta-package in use

Bug Description

If /run/kernel-meta-package has a value, and a kernel is specified in autoinstall, then the value fond in the run file will take precedence. The autoinstall value should win instead.

While we're in the area, can you also consider a path that it outside of /run? The way we make ISOs nowadays means this would actually be easier on the image building side.

We believe a fix for this can be found in Subiquity 22.10.1. On
install you will be offered to update to the new version of the
installer if network is available, or you can perform a manual update
by running the follwing in a terminal:
sudo snap refresh subiquity
