Installer does not format the partition

Bug Description

Try Ubuntu-desktop-installer from canary ISO dated 2022-07-28 09:15 subiquity: 0+git.cf7585ef_572
on my desktop:

The install failed crashed with CalledProcessError producing a crash file but bug was not sent to crash database.

To install I selected partition sdb2 on /dev/sdb vendor: Crucial model: CT500MX500SSD1
the partition was already formatted ext4 but not empty (contains data from an old aborted install)
As from screenshot attached I have chosen to format the partition but the install did not format the partition
but created some new data inside leaving the old data.

note: new data are dated lug 28 time about 13:52-13:54 (GMT 11:52-11-54)

We believe this issue has been resolved in Subiquity 23.04.2.

If you had tested this with a pre-final version of Ubuntu 23.04, it's
recommended to download the final install media.

For testing with Ubuntu Server 22.04.x or 20.04.x, when running
Subiquity, you should offered a new version of the installer. Please
take that update to version 23.04.2 or later to get the fix.

If this is still a problem for you, please make a comment and set the state
back to New. Thank you for the bug report.
