netdata: FTBFS on riscv64

As explained in [1], I have a fix but I wait a few days for upstream to review it before uploading.

A developer agreed on the fix proposed in [1], so proposed a PR in [2].
Note that the patch in PR was tested successfully against all architectures [3]

The CI failed upstream with the following patch, but at first sight, it seems unrelated to this patch (a bit weird though since all other PRs passed). Anyway, the package built successfully for all archs so I think we can upload it.

I'll be sponsoring this. Since you've reworked the patch upstream, I'll amend the debdiff once the CI there passes, no need to repost it.

The attachment "0001-debian-Add-patch-to-unconditionally-link-against-lib.patch" seems to be a debdiff. The ubuntu-sponsors team has been subscribed to the bug report so that they can review and hopefully sponsor the debdiff. If the attachment isn't a patch, please remove the "patch" flag from the attachment, remove the "patch" tag, and if you are member of the ~ubuntu-sponsors, unsubscribe the team.
