Bug Description
MAAS provides the ability for a system administrator to provide additional configuration to the installer (curtin) by editing files in /etc/maas/
It would be nice to allow the user to also provide config to curtin from the api request.
Some things this would allow:
a.) user wants to install with --proposed enabled
b.) user wants to run additional 'in-target' commands
curtin merges config with later config taking precedence over earlier config values.
maas would then call curtin.pack_install with a list of configs:
[maas_config, user_config]
