snapcraft.yaml: classic snap should not have plugs

Bug Description

It has come to my attention when attempting to publish the cloud-init snap that because it is a classic snap it should not actually have any plugs. This is because as a classic snap it has access to the system by default and does not require any additional access to be specified.
