Bug Description

A new release of ubuntu-mate-welcome is ready for upload. Attached is a debdiff, and a tarball because new binary files have been added.

This is basically a bug fix release, while some new applications are now listed in the Software Boutique, the underlying functionality is unchanged. The most important change is translations are now possible. We have translators working on more language support right now.

UPDATE! We have agreement from the release team on March 14th 2016:

[10:52:10] infinity> flexiondotorg: It's entirely unreviewable, but seems fine in spirit. And you have plenty of motivation to fix it if/when it explodes in your face, so go for it.

Here is what's changed:

ubuntu-mate-welcome (16.04.4) xenial; urgency=medium

  * Fix splash screen flicker. Closes (LP: #1549072)
  * Fix system information.
  * Fix subscription updates.
  * Fix Abobe Flash.
  * Fix Dropbox.
  * Fix Google Chrome, i386 repository is no longer available.
  * Fix LibreOffice upgrades.
  * Fix Murmur, which was referenced but missing.
  * Fix RedNoteBook.
  * Fix Upgrade System, so it is compatible with Ubuntu MATE Base.
  * Add framework for accepting translations.
  * Add Ardour, Corebird, Gajim, GNOME Software, Gpick, Time Tracker,
  MuseScore, Nuvola Player, OBS Studio, Pinta, Subsurface, SparkleShare,
  Vivaldi, Wireshark and Zenmap.
  * Update ubuntu-make PPA.
  * Update Software to consistenly use the name Software Boutique.
  * Update copyright attributions.
  * Whitespace cleanup.
  * Closes (LP: #1556869)

could you add the .dsc/diff.gz for the new version? it's really unpractical to reconstruct an update from a diff over the old version and a new tarball, should only the debian directory be copied over in that case? what if there are changes in the old+patch compared to the unpacked new tarball?
