Reconcile packaging dependencies between Debian, Ubuntu and PPA versions

Bug Description

While working on packaging an emergency release of plainbox-provider-checkbox I've realized that we have quite a different set of dependencies in our PPA as compared to our Debian/Ubuntu packages. I suspect this is caused by our desire to avoid (cheat) the MIR process but this needs research.

Anyone addressing this bug, please convert all dependencies into packaging meta-data units so that packaging for all systems can be mostly the same. Thanks
