Bug Description
using 1.17.2 client (latest in dev ppa)
$ juju bootstrap --debug
Juju client output while bootstrapping
http://
Cloud-init-
http://
bootstrap works when using --upload-tools
Its only finding 1.17.0 because of a releng bug filed separately, but that's unrelated afaics.

This was first, but the other one is marked blocking CI and critical - marking duplicate.
