It turns out it was just missing qtdeclarative5-dev dependency. Apparently none of the other dependencies strictly depend on that one (although maybe qtlocation5-dev now should).

I see that /usr/lib/i386-linux-gnu/cmake/Qt5Positioning/Qt5PositioningConfig.cmake is the one asking for Qt5Qml so I do think that qtlocation5-dev should indeed have a dependency to qtdeclarative5-dev

I agree, I'll fix it in qtlocation5-dev instead.
