Please sync xfce4-cpufreq-plugin 1.1.0-1 (universe) from Debian testing (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Use dh_autotools-dev to update config.{sub,guess} for AArch64.

The upstream release is now new enough to have the config files support AArch64 anyway
