Bug Description

As LoCo meetings generally operate in a single defined time, having times for meetings in the tool hard-coded for UTC instead of following the team's default time zone is inappropriate. This needs to be adjusted so that a team's default time zone is taken into account in scheduling as well as in fleshing out an agenda online.
