bluetooth service unable to restart when dist-upgrading from Q -> R on the Nexus 7

Bug Description
Problem:
When dist-upgrading from Quantal -> Raring on the nexus 7 the bluez package installation appears to hang. Looking in the background the blue tooth service fails to restart which causes bluez to halt installation.
To fix this simply open a 2nd terminal and type ' sudo service bluetooth restart'
this should restart the service and nudge the installer, allowing it to continue with the upgrade.
Expected Result: Bluetooth service should automatically restart when upgrading related packages
Actual Result: Bluetooth service needs to be restarted automatically.
Steps to Reproduce:
1.) Install the Quantal - UDS Image on the nexus 7
2.) apt-get update & verify no updates needed
3.) Update /etc/apt/
4.) apt-get update & apt-get dist-upgrade
5.) note the bluez package will appear hang when updating from 4.101-0ubuntu6 -> 4.101-0ubuntu7
