shutdown seems to take a long time

Bug Description

Shutdown takes about 13 seconds of wall time, most of this is after the screen turns black. There's not much useful info in syslog about what's happening here, but it needs to be investigated and improved if possible.

calling pm-suspend directly causes immediate suspend (but wifi stays on)

Looks similar with https://bugs.launchpad.net/ubuntu-nexus7/+bug/1072670

Looks network-manager did some awful things before doing pm-suspend.
